Equipping Singapore's Ministry of Culture, Community and Youth

The challenge


Singapore is a nation that has experienced three generations of strong economic growth, led by a government that very much views its role as serving its people. Back in 2022, the incoming prime minister prioritised a new social compact built on active citizenship, aiming to strengthen citizen participation to build more resilient systems, prevent tribalism and boost civic engagement.


This was a significant challenge, as it not only required new and creative ideas, but it meant shifting the ways of thinking and working within the government too.


Our approach


We designed and delivered three workshops for members of Singapore’s Ministry of Culture, Community and Youth. The workshops were based around our "Three Ps" model of Purpose, Platform, Prototype, and aimed to:


  • Develop belief in the potential of people as Citizens, not Consumers.

  • Explore the shifts required to unleash that potential.

  • Equip participants with new tools to support working with people as Citizens.

  • Build confidence to use these tools and apply them to their own work.

  • Develop participatory ideas that could contribute to Forward Singapore.


Learning and impact


Feedback from the sessions was brilliant, with many participants saying they helped them to think about their own roles and the roles of citizens in new and creative ways. Whilst our workshops were a one-off, they fed into a broader programme of work - Forward Singapore - which has since seen the creation of a new Partnerships Office to facilitate further engagement.
